Rigoberto Gauto Vielman

Permanent Representative of Paraguay to the White House, Washington D.C.

Ambassador GAUTO-Vielman was born in Asunción, Paraguay, in 1952. He is married to Estela Espinola-Gauto. They have four daughters of ages between 30 and 23 and two grandchildren. He is fluent in English, French, Portuguese, Spanish and Guaraní, being the two latter his mother tongues.


Ambassador GAUTO-Vielman studied in Asunción, Paraguay. He graduated from high school at the “Cristo Rey” School, which is administered by Jesuit priests, and got a Law degree at the National University of Asuncion’s School of Law. Subsequently, he specialized in Foreign Trade and Intellectual Property.
In 1977, he attended the GATT Trade Policy Course. In 1980 he was chosen to participate in a three month seminar on Commercial Promotions held in Tokyo, Japan. In 1983, he flew back to Europe, where was trained in diverse Intellectual Property areas and 1990 he was sent to Bologna, Italy, to participate in a course on Agricultural Cooperatives.  


Between 1976 and 1989, Ambassador GAUTO-Vielman worked at the Ministry of Industry and Trade, occupying several positions, like Vice Director of International Trade Negotiations and one of Vice Director of the Industrial Property Office. In 1989 he joined the Ministry of Agriculture, where he served in the General Direction for Cooperatives. Two years later he was made part of the Ministry of Foreign Affairs, where he has been serving ever since.


In the Foreign Service, he was Counselor at the Permanent Mission of Paraguay in Geneva, Switzerland; Minister at the Embassy of Paraguay in Montevideo, Uruguay; Ambassador, Permanent Representative of Paraguay to the United Nations Office and Specialized Organizations in Geneva and currently Ambassador of Paraguay in the United States of America.


During his last stay in the capital, he was appointed, first, as Vice Minister of Foreign Affairs and, later on, as Vice Minister of International Economic Relations and Integration. In that period he also chaired the Negotiating Group on Dispute Settlement of the FTAA and coordinated the Common Market Group of MERCOUR. 


In Geneva, Ambassador GAUTO-Vielman chaired the Land-locked Developing Countries Group and the WIPO's Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore.

Previously, he chaired the Informal Group of Developing Countries at the WTO (World Trade Organization) and the Committee on the Agenda for Development at WIPO (World Intellectual Property Organization) .
