To obtain a consular passport, an applicant must

1. Be a Paraguayan citizen by birth.
2. Apply in person.
3. Have a Paraguayan ID card.
4. Present expired passport.
5. Fill and sign application form.
6. Not have an arrest warrant pending in Paraguay.
7. Pay the consular fee of US$ 55.00 (paragraphs 66 and 79 of Law 4033/2010), in cash or money order payable to the Embassy of Paraguay. No personal checks.

Consular passport for minors

In order to request a consular passport for a minor, the application must be signed by both parents.  In case the application is signed by just one parent, he/she must present the proper legal authorization to do so. The following documents must also be presented:
Birth certificate of the minor.
Copy of ID cards of both parents.

No neme change on consular passports

The National Police is the only government institution authorized to make name changes on ID cards and passports.  Embassies and Consulates are not authorized to do so. In case the need arises due to changes on the civil status of a person, the request has to be presented to the proper office of the National Police in Paraguay.

Note: Starting April 1, 2010, in order to comply with Document 9303 of the International Civil Aviation Organization (ICOA) regarding machine readable official travel document, consular passports are issued by the Ministry of Foreign Affairs in Asuncion and then sent to the Embassy to be handed to the applicant. Consular passports are valid for five years and they are not renewable.
