Requirements for Obtaining a Consular Passport
- The applicant must be a natural Paraguayan citizen.
- Two copies of the passport application form per applicant, properly and completely filled in.
- Original Paraguayan ID card and two photocopies
- Expired or damaged passport. If the passport was reported missing, the applicant must present a two copies of the police report. The Embassy reserves the right to verify identity in all cases.
- Two recent passport photos.
- A fee payment of US$ 45.00. Payments can be made in cash, money order or check in the name of the Embassy of Paraguay.
When applying for a minor's passport, both parents must appear together and sign or one parent appears, signs and submits second parent’s notarized statement of consent authorizing passport issuance for the child or a notarized written statement with the same information on a sheet of paper from the non-appearing parent.
A third-party in loco parentis applying on behalf of a minor under the age of 18 must submit a notarized written statement or affidavit from both parents or guardians authorizing a third-party to apply for a passport. When the statement or affidavit is from only one parent/guardian, the third-party must present evidence of sole custody of the authorizing parent/guardian.
Name Changes: The Identification Department of the National Police of Paraguay is the institution in charged of making any name changes on public records. Therefore, the Embassies and Consular Offices are not authorized to add or change names to the consular passports. The interested party is responsible of requesting the name change before the Identification Department in Paraguay .
Note: The name that appears on the consular passport must be the same that the one appearing in the Paraguayan ID card.
Requirements for Renewing a Passport
- Two copies of the renewal application form per applicant, properly and completely filled in.
- Expired passport and two photocopies of its first page where the personal information is written
- Two recent passport photos
- A fee payment of US$ 30.00. Payments can be made in cash, money order or check in the name of the Embassy of Paraguay.
Proceeding for Obtaining or Renewing a Passport
The Paraguayan citizens who need to renew or apply for a new passport must first contact the Consulate to give all necessary personal information: Full name like it appears in the passport or Paraguayan I.D., Date of Birth, Place of Birth, Paraguayan I.D. Number, in order to obtain the authorization.
It is mandatory to submit a Paraguayan Identification card for applying for a new consular passport, without this document the Consulate may only issue a safe conduct pass to travel back to Paraguay .
The Consular Office will ask for the applicant's police records to the Information Department of the National Police of Paraguay. It takes approximately twenty days from the day of the request to obtain the respective authorization from the Information Department to renew the passport.
Once the Consulate receives this authorization, it will contact the applicant in order to make an appointment so he or she can personally appear to the Consulate with the necessary documentation. In case of applying for a new passport the person must appear in person, this is not required for passport renewals.
Those who have adopted the Paraguayan citizenship can only renew their passports before the Department of Identification of the National Police Department of Paraguay.

The passports may be renewed only twice being the renewal valid for one year each.
