The Diplomatic Representations and Consulates might issue a safe-conduct pass in order to facilitate Paraguayan citizens their return to Paraguay in case their travel documents were lost, stolen, damaged or had expired. The safe-conduct pass is valid only to travel back to Paraguay within thirty days of issued and will be taken by the Paraguayan authorities once the person arrives in Paraguay (Decree No. 9937)

Requirements for Obtaining a Safe-Conduct Pass

  • A Paraguayan expired passport or Paraguayan ID card. Photocopies of the ID card are acceptable in case the original was stolen or lost. In case of stolen or lost passport, the applicant must present a copy of the police report. Please make two copies of this two documents
  • Two copies of the safe-conduct pass application form per applicant, properly and completely filled in.
  • Two recent 2" x 2" passport photos in color.
  • A fee payment of US$ 25.00. Payments can be made in cash, money order or check in the name of the Embassy of Paraguay.

When applying for a minor's safe-conduct pass, both parents must appear together and sign or one parent appears, signs and submits second parent's notarized statement of consent authorizing safe-conduct pass issuance for the child or a notarized written statement with the same information on a sheet of paper from the non-appearing parent.

A third-party in loco parentis applying on behalf of a minor under the age of 18 must submit a notarized written statement or affidavit from both parents or guardians authorizing a third-party to apply for a safe-conduct pass. When the statement or affidavit is from only one parent/guardian, the third-party must present evidence of sole custody of the authorizing parent/guardian.
